As Treasurer, David Schweikert invested 97% of Maricopa County’s $ 4 BILLION+ portfolio in Fannie Mae & Freddie Mac, then QUIT when housing market began to FAIL

Part 3 in a series on David Schweikert’s taxpayer deception and his administrative manipulation of the real estate market.

Today:  Schweikert gambles with taxpayer Billions

When David Schweikert was the Maricopa County Treasurer from 2004 – 2007, the County’s internal auditors repeatedly and formally objected to the lack of oversight and segregation in the management of billions of dollars invested by Schweikert.

In 2005, Schweikert wrote a three-page vague guideline of disclosures that doubled as his Maricopa County investment playbook.  This did not deter the auditors.

As they continued to press for accountability, not surprisingly, Schweikert ignored the auditors’ call for stricter oversight and compliance with best practices.

With only two people making investment decisions with billions of County taxpayer dollars (one investment manager hired by Schweikert - Mike Roberts - and Schweikert himself) the auditors knew that the risk to taxpayers and County services was far too great to ignore.

As internal audit findings began to surface, Schweikert's small team of insiders was nervous.

Schweikert quit when the heat from the auditors was too hot to handle.

Just three months after quitting his elected post as Treasurer in late 2007, Schweikert’s former right-hand-man, Steve Partridge, fired off a dismissive and rude letter to the Internal Audit Department – not once but twice.

The auditors made good use of Partridge’s bitchiness.

As prudent auditors should, they sent management letters with audit findings to the Arizona Legislature.  In the 2008 reports to the Legislature for fiscal years FY05 and FY06, the auditors blasted Schweikert’s management as Treasurer and included Partridge’s letter.

Partridge mocks the auditors’ findings but intentionally neglects the most damning piece of evidence contained in the Maricopa County finance records.

The auditors had proof that Schweikert invested 97% of all Maricopa County funds in Federal mortgage securities and programs of the Government Services Enterprises (GSE’s) often known as Fannie Mae, Freddie Mac, etc.

The auditors even published a colored graph of Schweikert's $4 billion gambling scheme in the Financial Condition Report of FY 2006.

Conveniently, Schweikert is currently the vice-chairman of the House Financial Services subcommittee on Capital Markets and GovernmentSponsored Enterprises.  Politico Mafioso has been reporting on the personal benefits Schweikert has reaped and is attempting to secure as a result of his vice-chairmanship.

As a personal real estate broker and investor while Maricopa County Treasurer, Schweikert took full advantage of taxpayers by pouring 97% of $4 billion into federally guaranteed real estate products during his tenure.

Schweikert fortified the strength of the real estate market during the glory days, then cashed in and QUIT as the market began to show signs of stress.

Schweikert still had over one year to go in his elected term when he got nervous and walked.

Instead of fleeing the country while billions of taxpayer dollars languished in the failing GSEs, Schweikert decided to run for Congress instead.  He announced a run in CD-5 in November 2007.  Schweikert ran a dirty campaign (surprise) against the Republicans in the 2008 primary and won.  He lost to Harry Mitchell in the general election in November.

One of Schweikert’s biggest secrets is, he absolutely knew he had a hand in gambling with the fiscal stability of Maricopa County as he watched the economy of the United States crumble under the crash of the housing market just before losing to Mitchell in the 2008 general election.

As the US economy crashed and burned in October 2008, at a candidate forum sponsored by the East Valley Tribune, Schweikert chastised the United States Government for not stabilizing the housing bubble he helped create with billions of Taxpayer dollars.  The EV Tribune reported this highlight from the forum:

"It hasn't gotten better, has it?" Schweikert said. "It's actually gotten worse. Has anyone in this room looked at your IRA in the last day or so? How many of you who wanted to retire in the next year or two are going to be working for years longer because of what's going on?"
Schweikert said Congress instead should have addressed the "underlying problem" that home values have plummeted.

He said the government should have helped stabilize the slide by converting a portion of interest paid for mortgage from tax deductions into tax credits. Furthermore, the government should have motivated investors to purchase troubled mortgages by waiving certain capital gains taxes.

Love that Schweikert got in a plug for real estate investors as he pretended to be concerned in front of distressed homeowners and panicked retirees.

Now, as a member of Congress, he’s working hard to make sure he gets a slice of the real estate investor action as the market improves.

Schweikert has been manipulating the taxpayers and government agencies that have written his paycheck for years.

It’s time he’s put out of his misery and is forced to get a real job and pay off his nearly $2 million in campaign and real estate loans – without having access to billions of taxpayer dollars in his petty cash account.

Desperate David Schweikert Troll & Serial LIAR CHRIS BAKER calls PM "Insane and thoroughly discredited bloggers!

In an article posted on 'The Daily Beast' on Saturday, Dishonest David Schweikert's Troll oops Campaign Manager, CHRIS BAKER calls out Politico Mafioso:

Shortly before my deadline for this story, the Quayle campaign directed me to a Web site where a Quayle surrogate claimed Schweikert’s real-estate company was involved in a “loan scam,” and that Schweikert recently desperately infused his campaign with $130,000 of his own money.

“Come on,” Schweikert’s spokesman Chris Baker wrote me in an email. “Asking us to reply to an insane and thoroughly discredited blogger who has made no secret of his fondness for Ben Quayle is a bit much. But I do think it speaks volumes about where the Quayle operation is if they are relying on this loon.”

Really Chris? Insane & thoroughly Discredited? By who? YOU? Baker, who lied in the SCA Investigation:

This idiot has been running around telling everyone who will listen that Schweikert is up in the race vs Quayle, first by 16%, then 20%, and now 30%!

I think Chris Baker needs to look in the mirror when he calls us 'Insane & Discredited. If that is true, why do so many political campaigns come to us to help them?

David Schweikert gives $130,000 to campaign while involved in real estate loan scam with campaign depository, Metro Phoenix Bank

CLICK  TO  ENLARGE

Last night, Brahm Resnik, KPNX Channel 12 reporter and host of the political roundtable show “Sunday Square Off”, tweeted that Arizona Congressman David Schweikert filed a report with the FEC showing he contributed $130,000 on August 22, 2012 to his CD-6 race vs incumbent Ben Quayle.

Curious move for a guy who routinely reports that he's 17 - 30 points up on Quayle.

Hat tip to Resnik from Politico Mafioso.  Resnik’s perfectly timed Tweet makes all the pieces of the Schweikert cash flow puzzle fit together very well.  Our friend, KTVK CH-3 political reporter and Politics Unplugged co-host Dennis Welch, also reported on the story.

Wednesday’s $130,000 gift to his campaign may be part of a much bigger fiscal fiasco for Schweikert and Metro Phoenix Bank.

PM has discovered that within the last two years, Schweikert received $375,000 in four seriously over-appraised “line of credit” loans on rental homes, from his campaign depository bank, Metro Phoenix Bank.  Members of its current and former board of directors have made campaign donations to Schweikert in the last few years but none to Ben Quayle.

Each slushy MPB "line of credit" loan used a low end Sheridan Equities owned rental property as collateral.  In all cases, the rentals had been recently purchased for bargain basement prices between $26,000 - $44,000.  Each rental home is also located in a sketchy, crime ridden neighborhood.

[Sheridan Equities is Schweikert’s personal real estate investment transaction company.]

It appears Schweikert’s well timed “now that I’m a congressman” loan scam with Metro Phoenix Bank pays much better rates of return than any other real estate market or hedge fund.  Schweikert more than doubled and in one case more than tripled the original financial investment, solely because of irrational appraisals of the run down homes and plenty of MPB available cash for a United States congressman.

In August 2010, during Schweikert’s CD-5 primary election, MPB wrote three identical $75,000 “line of credit” loans, each secured by an assignment of rents document should Schweikert default on his loans. That $225,000 sum was cash on hand going into the last month of his 2010 primary.  The 2010 value of the three homes used to secure Schweikert's $225,00 in loans was no more than $105,000.

In February 2011, Schweikert went calling on MPB once again and received a whopping $154,000 “line of credit” loan on a 60 year old small rental property near Grand Ave and Myrtle Lane.  That home was worth approximately $45,000 at the time Schweikert's received $154,000 for it.

That home had been recently transferred from Schweikert’s bulldog investor machine, Swartz & Brough (who bought the property for under $50,000) to Sheridan Equities. Schweikert holds the power of attorney for S&B and is able to act and sign independent of the other principals in the Texas firm.

Just two months later in April 2011, Schweikert filed documents with the Arizona Department of Real Estate placing Sheridan Equities and David-Joyce Schweikert’s real estate licenses in an inactive status.  All three remain inactive as of today.

[The Maricopa County Assessor never caught up with MPB's more than generous appraisals of Schweikert's  properties.  The MCA uses valuations for property tax calculations and appraises the four properties between $29,700 and $42,500 for tax year 2013.]

As Schweikert had new cash on hand of $154,000 for essentially a $45,000 property, he went into his reelection announcement in late 2011 confidently.  So confidently, in fact, that in November of 2011 he filed an amended report with the FEC making the over-appraising, big money loan-maker, Metro Phoenix Bank, his official Arizona campaign bank depository.

Some of the MPB bank officials donated to Schweikert following the transfers of hundreds of thousands of campaign dollars.  One brave soul, Vice-Chairman James Barrons, recently even donated $500 to National Horizon, Schweikert’s homegrown independent expenditure group, run by former chief-of-staff and campaign manager Oliver Schwab.

It’s possible Schweikert’s recent $130,000 contribution to his own campaign came from saving that $154,000 cash MPB loaned him on a shabby one bathroom home worth only one third of the loan.  It’s also possible Schweikert may have found the money while walking his dog in the desert.

Then again, it’s possible that Schweikert and his new friends at Metro Phoenix Bank are financing an off-the-books shadow campaign fund for Schweikert.

With portfolios of hundreds and hundreds of rental properties in the Valley worth millions, Schweikert has a limitless supply of collateral MPB can foreclose on in case he cannot pay back any of his mega-loans.  If Schweikert defaulted, MPB would be the proud owner of $150,000 in low end rentals with $375,000 worth of "bad paper" as Schweikert would say.

Don’t be surprised if Metro Phoenix Bank fails, if this is the way its board conducts business.  Newsflash to local MPB investors: Cash in now, the way Schweikert has.  The gravy train can’t last forever.

For those MPB officials who are culpable in this scam, the Federal Reserve has published a new brochure about using homes as collateral for loans.  According to Ben Bernanke's office, the officials at Metro Phoenix Bank aren't using the same math and loan-to-value calculations that normal banks do.  Read it.

When Schweikert returns to Congress in September, the banking lobby will be waiting for him to push their bills while he gets more 3-to-1 loan-to-value kickbacks from his friends at Metro Phoenix Bank.

VP DAN QUAYLE says campaign run by David Schweikert is the most Despicable he has ever seen!

The former Vice President of the United States DAN QUAYLE was the Special Guest last night at the 5th Anniversary Party for Politics on The Rocks!

I spoke with the Vice President and he wanted this message to be seen by the readers of PM:

"Please tell your readers that the campaign being run by my son's opponent (David Schweikert) is the most Dishonest & Despicable campaign he has seen in all his years in politics"!

We couldn't agree with you more Mr. Vice President!

Here are a couple of stories that PROVE David Schweikert is a LIAR and a FRAUD:

http://dailycaller.com/

By

August 22, 2012

Three different high-ranking Republican staffers on Capitol Hill have told The Daily Caller of a growing consensus that at least part of a Sunday article by Politico’s Jake Sherman and John Bresnahan was planted by Arizona Republican Rep. David Schweikert in order to damage his primary opponent, Rep. Ben Quayle.

Schweikert’s office denies the charge, but a campaign spokesperson would only say that the congressman never “gave” or “provided” the entire story to the Virginia-based news outlet. Quayle’s involvement in the saga, while embarrassing, was relatively minor.

The story itself contained significant inaccuracies pertaining to both an alleged FBI investigation and Quayle’s involvement in what became a one-day mini-scandal. Politico
reported that several freshman GOP members of Congress on an official trip to Israel went on an alcohol-fueled swim in the Sea of Galilee.

The Politico story disclosed that Kansas Republican Rep. Kevin Yoder went skinny-dipping in the Sea of Galilee. Yoder has apologized.

Other GOP lawmakers and staffers, according to Politico, joined Yoder for the swim — among them Quayle, Florida Rep. Steve Southerland, New York Reps. Tom Reed and Michael Grimm, and California Rep. Jeff Denham. Politico reported that those details were confirmed by unnamed GOP sources.

Sherman and Bresnahan also charged that the FBI investigated the event. “The FBI looked into whether any inappropriate behavior occurred,” they wrote, ”but the interviews do not appear to have resulted in any formal allegations of wrongdoing.”

Sherman, Bresnahan and Politico drove the story Monday, getting higher- and higher-ranking politicians to comment on the incident, including Speaker of the House John Boehner, GOP presidential candidate Mitt Romney and Republican vice presidential candidate Rep. Paul Ryan, all of whom criticized the congressmen involved. MSNBC featured the story on “Morning Joe,” where Mark Halperin slammed the GOP congressmen’s antics.
But late Monday, Ryan Reilly at the left-leaning publication Talking Points Memo discovered that there was no such FBI investigation, despite Politico’s reporting to the contrary.

“The FBI is indeed interested in a trip that House Republicans made to Israel last summer,” Reilly wrote. “But it’s not because Kansas Republican Rep. Kevin Yoder took his pants off and jumped into the Sea of Galilee after a night of drinking. Law enforcement sources — noting that skinny-dipping usually doesn’t fall under the FBI’s purview — pointed TPM to a New York Times story from earlier this month about a trip to Cyprus that Rep. Michael Grimm (R-NY) made following his August venture to Israel alongside several colleagues.”

The Wall Street Journal and Los Angeles Times have also confirmed that the FBI was not investigating what happened that night, but was looking into Grimm’s financial disclosures. Grimm has never been charged in relation with those financial disclosures, and he has denied any wrongdoing.

Sherman and Bresnahan relied on a quote from the office of House Majority Leader Eric Cantor to support their reporting that the FBI investigated the Sea of Galilee skinny-dip.

“Last year, a staffer was contacted by the Bureau [FBI], which had several questions, the staffer answered those questions and that appears to have been the end of it,” Cantor deputy chief of staff Doug Heye told Politico.

Heye did not, however, discuss the purpose of the FBI’s involvement. And Sherman and Bresnahan stopped short of alleging that Heye’s statement confirmed their assertion about an FBI investigation. But late Tuesday morning, after The Wall Street Journal, Los Angeles Times and Talking Points Memo criticized his article, Sherman

and this from former AZ Governor Fife Symington:

David Schweikert deserves to lose this election

Aug. 22, 2012 12:00 AM

I've contributed to Ben Quayle's campaign for Congress, but because I've known David Schweikert since he first entered the state Legislature nearly 25 years ago, I had intended not to endorse or otherwise speak up in their Republican primary race. The events of the past week, however, move me to send this letter.

Last week, two sitting senators -- both Jon Kyl and John McCain -- joined to condemn the dishonest campaign of a sitting House member from their own party. This is extraordinary and surely unprecedented in American politics.

I then began to review Schweikert's entire body of voter-contact material -- mail, TV and Internet -- and watched carefully Schweikert's conduct in the media the past two days. I must say that the senators' condemnation was too mild. Schweikert's campaign has been perhaps the worst case of distortion and outright lies that I have ever seen in a Republican primary contest. It is beyond the pale and disgusting.

The David Schweikert I knew as a young state legislator was not the same man who now clings pathetically to a seat in Congress. His years in politics have diminished him, and he demeans himself far more than his opponent with his antics and false attacks. He is no leader.

His interests are ironically now aligned with the voters, for the best thing that could happen to David would be his defeat.

What happens in the Galilee... Brahm Resnik blog

Tuesday, August 21, 2012 at 09:33 AM

First, full disclosure: While on an Israel trip 35 years ago, I, too, waded into the Sea of Galilee. I believe I was wearing shorts. No booze was involved. The FBI never called.

Which is how Congressman Ben Quayle describes his visit last summer to the holy body of water that he and several congressional Republicans are now accused of profaning with a boozy plunge.

I interviewed Quayle and his wife, Tiffany, on Monday at the 12 News studios. You can watch their defense here.

Absent any other evidence, I find their description of what happened largely persuasive.

Quayle also goes off on his GOP primary rival, Congressman David Schweikert, and RedState.com blogger Erick Erickson.

Schweikert has tried to frame the Galilee story as of a piece with TheDirtyScottsdale.com story that plagued Quayle in his 2010 run for Congress.

It's a reach. A big reach. Schweikert, who was on the same Israel trip, left the dinner early with his wife "when the drinking started." He says he never saw any frolicking. Never noticed Quayle at the dinner. And he claims he was told nothing about what happened in the Galilee afterward.

On that point, Congressmen Quayle and Schweikert agreed when I spoke to them Monday. It seems congressmen don't gossip amongst themselves the way the rest of us do.

Both men said House Majority Leader Eric Cantor's dressing down of the GOP delegation the day after the night before never mentioned what happened the night before. Quayle said Cantor was "vague." Schweikert described the remarks as "ethereal."

Both Quayle and Schweikert say they themselves had no inkling that some of their fellow congressmen had been frolicking in the Sea of Galilee. Quayle maintains that his DC condo-mate, Kansas Rep. Kevin Yoder -- that Kevin Yoder, the guy who went skinny dipping in water Jesus walked on -- never once mentioned the incident during the last year.

What happen in the Galilee, stays in the Galilee. Until it it dribbles out days before a primary.

One note on the original Politico story: The FBI "investigation" of the skinny dipping doesn't appear to have been an investigation of the skinny dipping.

Dishonest David Schweikert Reprimanded, Continues to Lie

Phoenix, AZ- In order to keep up with the constant lies emerging from the Schweikert campaign we find ourselves updating DishonestDave.com on a daily basis.

The two newest posts are entitled “Reprimanded” and “Endorsement.”
Dishonest Dave Schweikert’s sleazy campaign tactics were denounced by Senator John McCain and Senator Jon Kyl in a recent press conference.

Dishonest Dave:

Dave Schweikert denies seeking Senator John McCain's endorsement.
A Roll Call article on July 13 reported that, "Schweikert did not seek McCain's endorsement.

The Reality:

In a press conference on August 15, in which Senator John McCain officially endorsed Ben Quayle, a member of the press asked McCain if Schweikert sought his endorsement. McCain's response: "Of course. Yes, he did."

Watch it here:

Subsequently, Dave tweeted the following:

So in order to cover up his own dishonesty, Dave is now calling Senator John McCain, one of America's greatest heroes... dishonest? Nice try, Dave. The voters know there's only one Dishonest Dave in town

Dishonest David Schweikert - From Lies to Insults

As early voting continues, it was a bad week for Dishonest Dave Schweikert.

CLICK HERE TO WATCH SENS. McCAIN & KYL ENDORSE BEN QUAYLE!

On Wednesday, the only truly extraordinary event of the campaign unfolded, when both US Senators from Arizona appeared at a news conference to announce their strong support for Ben Quayle -- and announce their disgust at Dave Schweikert’s low and dishonest campaign. This kind of intra-party clarion call is never seen in American politics, but it came to pass in Phoenix, Arizona last week. The career politician with a bad habit of telling lies was jettisoned for the much younger candidate who has excelled in his first term and shown the marks of a genuine leader.

In response, Dave muttered something odd about being “a dishwasher” and shamelessly opted to insult both Senators, telling the Arizona Republic’s Dan Nowicki that they were both part of “The Club.” David didn’t say what “club” he was referring to. Perhaps it was that rather exclusive club of elected officials who tell people the truth and run upright campaigns based on facts and issues. That’s clearly not a club to which Dave will ever merit admission.

Then at week’s end some more bad news arrived for Dave. Governor Mike Huckabee, one of the most respected conservative voices in America, also announced that he was supporting Ben Quayle. This was interesting mainly because Dishonest Dave has been lying to voters for some weeks now about Ben Quayle’s positions on a number of issues such as abortion and the sanctity of marriage as between one man and one woman. And Gov. Huckabee is one of the most articulate and faithful advocates in America for the traditional views on these issues that he and Ben Quayle (and Jon Kyl and John McCain) share.

Dishonest Dave’s reaction to Gov. Huckabee’s endorsement of Ben? Insult him, too.

Dishonest Dave put out a statement calling Mike Huckabee “a liberal.” This is so ridiculous that it hardly merits a response. To support the charge Dave invoked the Club For Growth, but there is only one small problem with that: the Club For Growth also rates Ben Quayle higher than Dave Schweikert in its own scoring for members of Congress!

Dave Schweikert has entangled himself in an increasingly brazen sequence of lies and distortions throughout this campaign, and he is counting on the voters to not notice. But word has begun to spread, and voters are seeing through his campaign of smears and distortions.

Dave has tried to mislead voters into thinking that all of the conservative leaders they respect are supporting Ben because they are all part of the “establishment.” But this is also an absurd claim. If there is a Republican “establishment,” Jon Kyl has spent his entire career to the right of it. John McCain has spent his entire career plucking its beard. Mike Huckabee has been an unwavering voice for faith and social conservatism. And Ben Quayle himself was rated by the National Journal as the No. 1 Most Conservative Member of Congress, far ahead of Dishonest Dave who was back at 66th.

Early voting continues and Election Day is just around the corner. Our polling and voter contact efforts reflect an increasing awareness that Dave Schweikert is just another career politician who will say anything to get elected. Dave’s own conduct in the race -- endlessly smearing Ben Quayle and spinning out obviously falsified polling numbers -- smack of desperation far more than real confidence. The truth is his campaign is collapsing beneath the weight of its own tawdry tactics.

We need every hand on deck for the final push to August 28th. Join this fight for principled and honest leadership for Arizona in the US House.
