PHOENIX — “Yesterday, Arizona Senate President Andy Biggs endorsed Robert Graham in his race for Chairman of the Arizona Republican Party. Biggs, who has been named the #1 Friend of the Taxpayer by the Arizona Federation of Taxpayers and has been honored by the Goldwater Institute as a friend of liberty, has been instrumental in forging the state's conservative strength.
