Wil Cardon record on jobs, migrant hiring stirs questions

Mesa businessman Wil Cardon has spent millions of dollars running for U.S. Senate, portraying himself in campaign advertisements as a successful job creator and proponent of tough immigration enforcement.


He has criticized Washington "career politicians who have never created a single job" while touting the "hundreds of jobs" he has created as leader of a family business empire. He has characterized his main opponent in the GOP primary, U.S. Rep. Jeff Flake, as soft on illegal immigration and has supported beefing up border security and holding employers accountable for hiring undocumented workers.

A closer look at Cardon's business activities, however, presents a more complex picture of his job-creation and immigration-enforcement record.
Campaign workers for Cardon, who leads a business started by his grandfather and later run by his father, estimate he has created 900 jobs. Most of those are in relatively low-paying fields like fast-food restaurants, gas stations and car washes, in which annual pay is typically half of the $44,950 average for the Phoenix area in 2011.



In the case of immigration, some of Cardon's business interests have drawn scrutiny from U.S. Immigration and Customs Enforcement. A Subway franchise company co-owned by Cardon was fined three years ago for federal violations related to failure to document the legal status of more than 150 employees suspected of being illegal immigrants, federal and state records show.


Investigators for ICE reported that nearly half of the 315 employees at some Subway restaurants owned by RCC Partners were believed to be "undocumented alien workers." Investigators also reported that their employer failed to comply with federal employment-eligibility paperwork. Two of the ownership groups for RCC Partners are at least partly owned by Cardon, according to state corporate records.


In what has been the most visible U.S. Senate campaign to this point, Cardon, 41, has portrayed himself as a hands-on business manager and cited his Subway restaurants as an example. It is unclear whether he knew of the problems at the restaurants at the time of the ICE investigation.


Cardon was not available for comment Thursday or Friday.

Conservative self-funder Wil Cardon has shaken up the Arizona Senate race with a barrage of ads attacking GOP Rep. Jeff Flake, including -- prominently -- Flake's record on immigration. The Arizona Republic has a story today that suggests Cardon has his own vulnerabilities on the issue:

This is a regular part of the campaign cycle for self-funded insurgents: after the candidate makes a splash through paid media, his record starts to draw actual scrutiny and the real test of his political staying power ensues. Cardon has already come under attack from the Flake-backing Club for Growth, which blasted out the Republic story this afternoon and has the resources to put this information on TV in the weeks before vote-by-mail begins at the end of the month.
