A Majority Of Arizona Voters Supported Language Opting Out Of ObamaCare’s Mandates While Being Shielded From Any Fines. “Prop. 106 amends the state constitution, barring any law that forces people to participate in a specific health-care program, including insurance. Supporters say the amendment will let Arizonans opt out of mandated health insurance under the new national health- overhaul law and avoid paying fines.
