Former state Sen. Jim Waring has surged ahead of two other candidates running to complete the District 2 City Council term of Peggy Neely. Neely resigned to run for mayor, and Bryan Jeffries, one of the candidates, was appointed to serve out the period between her resignation and the next election.

There are two years left on the term. If neither candidate gets 50 percent of the vote on Election Day, Tuesday, there will be a runoff election in November. Waring said he already is banking funds against the possibility of a runoff.

Campaign finance reports were due Aug. 15 for the period of June 1-Aug. 10, and are posted on the city website, phoenix.gov/CITYCLERK/campaign.html.
