PHOENIX - Rick Romley, the interim county attorney, says he's going to shift his focus towards prosecuting human smugglers and drug cartels -- instead of zeroing in on people in the country illegally who are driving around with cracked windshields.


"The truth is it's going to be smarter it's going to be stronger and it's going to be more effective," says Romley, who took over for Andrew Thomas when he stepped down to run for Attorney General.


Romley's plan to curb illegal immigration in the valley will be by targeting organized crime rings.

"That alone will have a greater impact on illegal immigration. I want to stop the kidnappings, I want to stop the assaults on our community, and that's why I'm going after the bad guys."


Romley's immigration enforcement policy is at odds with Sheriff Joe Arpaio. For the last two years, Arpaio and former County Attorney Andrew Thomas focused on arresting and prosecuting people who were picked up during crime suppression sweeps.


Thomas would prosecute those illegal immigrants for conspiracy to smuggle themselves into the country. Romley hasn't said if he'll interpret the law the same way.


"The people want illegal immigration enforced on all levels, not just the so-called big boys, so were going to continue to crack down," counters Sheriff Joe Arpaio.


Romley has asked for a meeting with the Sheriff, but he says he's not going to meet with Romley until he's elected to the position.


Last month, the Maricopa County Board of Supervisors appointed Romley to the position after Thomas resigned. Arpaio says, "To make so many changes and policies when you're not sure you're going to be elected… I'd be glad to talk with him if he is not an interim county attorney."

Romley led the county attorney's office for 16 years before Thomas took office. Romley is running in this November's election to take the position permanently.
