Fire up the EQ on your computer speakers so you won’t miss any of the whispers and snide “Constitutionally Correct” remarks coming from the Grand Pooh-Bah of the Loyal Order of Water Buffaloes, R-Bedrock Arizona State Senate Appropriations Committee Chairman, Russell Pearce, R-Mesa during yesterday’s meeting discussing Arizona’s share of the $787B Stimulus Package.

Put on your best psychological profiling hat and fast forward to minute 33:30. Hit play.

A Pearce-friendly question from Representative Nancy McLain, R-Bullhead City, kicks off the best 10 Minute clip of the 2 hour+ meeting. Richard Stavneak, Director of the Joint Legislative Budget Committee, then dangles the $1,017,000,000 carrot in front of the confused, frustrated and reluctant Arizona legislators at the head table.

Right before the 37 minute mark, astute PM reader, Senator Pamela Gorman, R-Anthem asks Stavneak if THE GOVERNOR will have the distribution authority for the $ or will the legislature distribute the funds through the appropriations process. WATCH THE VIDEO to see Stavneak’s emphatic answer. (P.S…The answer doesn’t go over well at the head table. Question to Representative Biggs, What does your expression, “HOODA-HOODA” mean?)

After another minute, Pearce can’t hold his breath any more. Here comes the Judge. (Sorry about that Clancy) Houston, he has a problem. Even says so himself.

We’re then treated to a couple of more questions. The JEOPARDY Daily-Double goes to Representative Kyrsten Sinema, D-Phoenix who cleverly reminds Russell Pearce (in the form of a question to Richard Stavneak) that in Arizona , the Governor has ALWAYS had the authority to appropriate federal funds……much to the dismay of the Mesa Senator . He entertains the audience with another “Constitutionally Correct” lesson. Yawn.

Trust me, PM readers…….Russell Pearce is going to do his best to find a reason why it is ILLEGAL and/or UNCONSTITUTIONAL for Arizona Governor Jan Brewer to accept, disburse and spend Arizona’s allotment of $$$ in the Stimulus Bill. The clock starts now.
