Arizona state laws mandate that school districts provide assistance to students who are not "proficient" in English.
But there are a lot of questions about which districts get funded, if there is sufficient funding to do the job, how the monies are distributed and just how effective the "English Language Learners" programs actually are.
If the goal is to enable these students to meet Arizona school testing standards, how does the current program stack up? Should changes be made to the program and the overall funding package?
To address these questions, we've invited Superintendent of Public Instruction, Tom Horne, who is charged with being "accountable" for the state and federal funds expended in the English Language Learner (ELL) programs, and Representative David Lujan (D-15). In addition to serving as the Ranking Democrat on the House K-12 Education Committee, Representative Lujan is also a member of Appropriations. He is currently President of the Phoenix Union High School District Governing Board. Please join us for the last VCL luncheon before our Summer break, visit with friends and colleagues and learn from experts about the ELL issues.
